It's official name is the 2000 Baby New Year stamp and it's first day of issue was on December 27, 1999 in Washington D.C. The artwork was a J.C. Leyendecker's Saturday Evening Post cover from 1937. Leyendecker did the artwork for many, many Saturday Evening Post covers but notably he usually used the Baby New Year character for the first edition of the year. Norman Rockwell was mentored by him and you can see Leyendecker's influence. 120 million of these stamps were printed. Scott # 3369
