It's been suggested that the nation's capital should never have been located where it is at. I agree. The Virginia area is just too warm for people to make reasonable decisions. I maintain if politicians had to meet in the Northwoods or the Dakotas or the mountains, they would make better laws and get them passed quicker. When you live in cold climes you can't stop and consider all the pros/cons and nuances of a problem - you just need to get things working again (if the fix isn't perfect you can upgrade it later if necessary.) You also can't dilly-dally around enacting change - who knows when the next storm or blizzard will make it impossible to go do much of anything for awhile. Added bonus, w/ everyone bundled up against the snow and cold, they won't be able to tell who is wearing a red tie and who is wearing a blue one. The only downside that I can envision is then we'd have bunches of politicians underfoot and that would spoil the beauty of this place.
