Smoke in the woods

Eric, the dairy owner, said one of the items on his "bucket list" was to write a letter and have it published in the Wall Street Journal.  It hasn't happened yet but he thinks he almost made it when he wrote a letter about the Environmental Protection Agency's  planned regulations for spilled milk.   The EPA  reasoned, from what I can tell, that milk contains butterfat and butterfat is a type of oil.  Therefore, spilled milk is an environmental hazard that should be treated under the same rules as petroleum spills.  One of the regulations under consideration would be for farmers to build containment units under milk bulk tanks - similar to what is required under gas storage tanks.  Eric's letter said what he thought of the whole idea and then concluded with "most farms already have a milk spillage containment unit.  They call it a cat."
